Job brief:

We are looking for an experienced Deputy HSE Manager with extensive knowledge and experience in all aspects of oilfield activities to provide support to our project Midia Gas Development (MGD).

Job scope:

Planning, supervision and monitoring of construction project activities from an HSE perspective;

Responsibilities:

• Oversee all MGD Project daily activities performed on different packages from an HSE perspective in order that project is delivered in safe manner, in budget and in time, as per MGD Project HSE Statement
• Assist MGD Project team in establishing safe work practices, ensures compliance to standards and procedures, efficiency and compliance of cost targets
• Review and consolidate HSE plans from different work packages into the MGD Project HSE Management Plan
• Organize compliance monitoring of different MGD project contractors and associated service companies’ personnel working on the project, with the applicable HSE standards, procedures and applicable legal requirements, as described in project HSE documentation
• Participate in MGD project risk management process and related activities including risk assessment specific activities (e.g. HAZID, JSA, PTW, TBT, etc.)
• Participate in HSE audits, inspections in MGD Project locations and address any HSE non-conformities discovered to the relevant contractor management
• Monitor status of compliance of project contractors and services companies with applicable HSE legal requirements
• Monitor implementation of HSE programs developed by project contractors during all project activities
• Promote the use of Stop Work Authority, prepare and share lessons learned when it is used and reinforce use in regular communications/meetings
• Provide advice, guidance and support to correct HSE non-conformities reported and increase the level of safety culture on the project locations
• Organize and participate in safety meetings and address any HSE concerns that might have been discovered and monitor their proposed corrective action closure
• Provide support to project contractors to implement a Behavioural Based Safety Culture in project day to day activities
• Participate in incident investigation teams and monitor that incident investigation has reached its objective
• Monitor implementation of environmental activities including waste management from the BSOG perspective by project contractors
• Participate in emergency preparedness and response planning activities together with project contractors;
• Collect and prepare HSE reports and statistics
• Manage the activities related to PPE distribution to MGD Project Team members as per internal standard;

Education and Qualification:

• University Degree
• 8-10 years’ experience in supervision of HSE activities
• Extensive knowledge and experience in all aspects of oilfield activities (drilling, production, construction, project management)
• Technical background preferred or strong operational experience in HSE domain
• Must be proficient in the use of computers and MS Office with excellent administrative and organizational competencies
• Training and/or certification in related HSE topics such as hazard identification, risk assessment, offshore safety cases, COSHH, SIMOPS, lifting and rigging, root cause analysis, emergency response, environmental management, waste management is requested. Also, knowledge of ISO 9001, ISO 14001 and OHSAS 18001 standard series requirements is a must
• Knowledge of Offshore Safety Legal requirements (EU Directive 2013/30/EU; Law 165/2016; ACROPO Guidelines, etc.)
• Advanced HSE competence training certificate (e.g. NEBOSH Certificate or similar) is a plus. Also, valid well control certification is a plus
• Valid offshore medical certification and offshore BOSIET/FOET certificate is also required
• Proficiency in English language
