Having more than 25 years of experience in the Energy sector, Mr van Poecke is primarily an Entrepreneur, Investor and Executive Manager.
Prior to forming AtlasInvest, he founded Petroplus from a management buyout in 1993 and successfully led its growth into the largest independent oil refiner in Europe through several major acquisitions and divestments. Petroplus was taken private in 2005 in a transaction led by Carlyle/Riverstone and management. In 2006, Marcel exited Petroplus following the company’s successful IPO on the Zurich stock exchange. The transaction was the highest multiple return investment for the Carlyle/Riverstone Energy Fund.
Mr. van Poecke has a degree in Agricultural Business Administration from the University of Wageningen and a Masters in Business Administration from the William E. Simon School of Management of the University of Rochester.
Bob Maguire

Recently Mr. Maguire was a Partner at Perella Weinberg Partners, but prior to that worked as an investment banker for over 21 years at Morgan Stanley and was involved in many of the largest transactions within the sector.
He holds an AB from Princeton University (1977), an MA from Oxford University (1980) and a JD from the University of Virginia School of Law (1983).
Paddy Spink

Paddy Spink is a geologist with nearly 40+ years of experience in upstream oil and gas companies. Prior to Carlyle, he spent 23 years with Perenco in various roles including business development, exploration and operations during a period where the company grew from less than 5,000 bopd to over 200,000 bopd and became one of the largest private upstream companies. Activities extended through Europe, Africa, Middle East, Far East, Australia and North and South America, and included activities from exploration, through development, to optimisation of mature fields. Prior to Perenco, he was involved in building a portfolio of exploration and production assets in the UK for a large construction company, and earlier in various geological and petroleum engineering oilfield services roles with a predecessor of Baker-Hughes.
He is a former Non-Executive Director of Ophir Energy plc and a former Executive Committee member of Perenco.
Paddy Spink has a Bachelors degree in Environmental Science from the University of Lancaster.

Mark holds a Bachelor of Science degree (Honours) in Mechanical Engineering from Queens University in Kingston, Ontario and a Master of Business Administration degree from the London Business School in the UK.

Mihaela Mihăilescu

Mihaela is the Deputy Head for Romania at EBRD, based in Bucharest. Prior to this, Mihaela was coordinating the EBRD’s private sector related portfolio in Romania.
Mihaela joined the EBRD in 2008 as a Senior Analyst in Bucharest, responsible with originating and executing transactions in the private sector in the country.
Mihaela Mihailescu holds an MBA in International Finance from Brandeis International Business School and is ACCA certified.

Oana is one of the most experienced energy, natural resources and M&A lawyers in Romania. She leads the Legal, Public and Governmental Affairs and ESG departments of BSOG and acts as the company’s State Security Officer.
In 2008, Oana founded Ijdelea & Associates law firm.
Oana holds a Master’s degree in Law from Nicolae Titulescu University/Faculty of Law and is certified for Board Directorship by Henley Business School.
