JOB SCOPE

The Quality Assurance Engineer will ensure awareness of and compliance with HSSEQ rules and regulations by BSOG, Contractors, Suppliers and he will provide guidance and support in BSOG’s ISO processes development and implementation, monitoring of related objectives. He will ensure support in monitoring and implementation of Business Processes Assessment program for Company Digitalization being the support in implementation of quality requirements and applicable standards, regulations.

RESPONSIBILITIES

Key responsibilities

  • Acknowledge and implement the requirements of company management system and HSSEQ Plans. Collaborate with HSSEQ Management to implement BSOG’s IMS, application control, efficacy assessment and update;
  • Ensure support in BSOG’s ISO processes development and IMS’ procedures implementation, monitoring the related process structure development sheets and report progress;
  • Ensure support in business process assessment and measures implementation;
  • Monitor the BSOG’s ISO processes planned objectives. Ensure support in ISO Processes development, PSDS completion, provide inputs in internal procedures prepared/requested by Process Owner;
  • Report immediately any anomalies discovered related to specific requirements. When applicable issue the nonconformance reports and assist in developing of corrections, corrective actions;
  • Pursue the HSSEQ objectives defined by BSOG management;
  • Attend on request at regular meeting, providing inputs related to Quality issues;
  • Follow up the implementation of action plans issued from various meetings, nonconformances, Quality Reports, Audit Reports, authorities notifications and/or line management request;
  • Ensure the quality assurance works are adequately planed, organized, and carried out to the right level of planned objectives. Ensure that QA/QC requirements are respected within the organization;
  • Monitor the quality aspects imposed by O&M Manuals and initiate specific plans with maintenance team for implementation. Monitor and report the Quality Objectives achievements vs planned;
  • Monitor performance of plant supervision and inspections as per O&M Manuals, O&M Plans, Quality Plans, project requirements, applicable standards and approved Inspection and Test Plans;
  • Verify the quality documentation of products and services supplied, respectively their correspondence with the provisions included in the projects;
  • Ensure the works are performed according to the approved working procedure, maintenance plan, design requirements and specified standards/regulations. Review and approve quality aspects of related supplier works inspection reports and quality documents applicable to specific discipline;
  • Draws up and submits for approval the procedures/instructions required in the company’s activities;
  • Ensure support for review/comment and completion of Final Documentation;
  • Monitor the progress of QA/QC activities (plant operation/shut down/development) and submit regular reports to line manager;
  • Verify the validity of the BSOG/Contractors/Suppliers company certificates, certificates of key personnel and infrastructure used in BSOG locations (personnel work specific certificate, authorizations, inspection tools calibration certificate, equipment & machinery certificate, etc.) applicable to specific works;
  • As applicable review, comments and approve the Contractors’/Suppliers’ QA/QC procedures and specifications applicable to worksites, including final documentation and certification files for specific service. As applicable monitor and control implementation of the approved Quality Plans, Inspection Test Plans, specific procedures and method statements in force for specific job task;
  • Provide inputs ref to completion of required Quality documentation linked to activities performed on plant area by Maintenance/Contractors (i.e. interventions, maintenance, installation, testing, mechanical completion, certification, documentation completion);
  • Review and ensure that all quality files (i.e material certification, installation, welding, NDT, testing, others) are up to date and validated, including specific maintenance documentation from vendors/contractors and notifications to/from third parties;
  • Provide quality data to maintenance team for updates the CMMS-Maximo as required;
  • Provide support in SECE assurance, liaise with Maintenance representative the frequency of inspections and documented information required for in situ verifications;
  • Monitor and assures guiding support to close-out of the Audits findings for compliance to applicable codes, standards, specifications and regulations;
  • Attendance to and provide inputs ref to Audits (Internal / External) organised in its area of supervision. Keeps under control and verifies the resolution of the corrections/corrective actions;
  • Take care of the way of using the equipment, consumables and other materials received from the company. Ensure the integrity of goods until these are handed over to the company;
  • Ensure the timely and accurate fulfilment of the specific tasks established by the line manager;
  • To carry out any other duties or tasks that may be assigned by BSOG management;
  • To maintain the confidentiality of information and documents of BSOG projects & organization.

EDUCATION & QUALIFICATION

Technical knowledge 

  • University degree (Quality Assurance Engineering background);
  • Certified Auditor as per ISO 9001 (mandatory), ISO 14001/ISO 45001 handling knowledge;
  • Good knowledge of ISO 9001 and ISO 10005 standards. Internal/External Auditor experience is a plus;
  • Experienced in handling Audit Plans, Audit Inputs and Follow Up documented information;
  • Good knowledge of local legislation applicable to Oil & Gas Industry (i.e. ANRE, ISCIR, INSEMEX, ACROPO, ISC, ANR, technical prescriptions and legislation in force) is a plus;
  • Minimum 5 years’ experience in QA/QC Oil & Gas field, Quality Assurance onshore projects development/ operations/maintenance;
  • Good knowledge of engineering, manufacturing and construction for Oil & Gas equipment, piping, pipeline. Familiar with international codes, standards and regulations (i.e. ASME B31.3, ASME V, EN ISO 10204, EN ISO 9606-1, ISO 9712, API, ISCIR PT, ANRE, NORSOK, NACE, PED 2014/68/EU or others)
  • Experience and Certification in welding and NDT inspection is a plus (not mandatory);
  • Familiar with Oil & Gas Quality documentation such as: Quality Plans, ITP, Working Procedures, Specifications, Testing, QA/QC construction book, vendor documentation, maintenance dossiers;
  • Good command of English language (written and spoken).
